Vehicles parked in violation of our parking policy will be ticketed

On Nov. 2, in response to violations of Capitol Campus parking rules, our staff will shift from issuing warnings to issuing citations.

Citations will be payable in Thurston County Court.

We don’t want anyone to get a ticket

But we need every driver to park in the right place and display a valid permit.

So we’re reminding drivers of where to park and how to pay.

Where to park

Employee parking areas (map) are for:

• State employees assigned to work at a Capitol Campus location.
• State employees who normally telework.

Purchase daily or monthly permits by contacting Parking Services.

Visitor parking areas (map) are for:

• Visitors
• State employees assigned to work at an office or facility that’s not on the Capitol Campus

Purchase hourly permits at a pay meter, or by contacting Parking Services.

"The Topic

State Vehicle Housed at the NRB - Better Parking is Just Next Door

The Situation

DES Parking has given WDFW a deadline of October 1, 2026, to provide a plan for state vehicle housed for the NRB. The plan needs to consist of specific state vehicles assigned to specific parking stalls. This does not pertain to personal vehicles or visitors. There are options related to those vehicles briefly discussed in the attached presentation.

The Main Issues and Outcomes

1. State vehicles currently parking in the NRB Garage are not assigned to specific stalls are “scattered” around on P2 and P3 of the NRB Garage
   1. Impossible to enforce
   2. Unable to guarantee stalls for state vehicles stationed at the NRB
   3. Stresses the staff member
   4. Not consolidated
   5. Difficult for supervisors with multiple staff/vehicles
   6. Not in compliance with DES policy
2. The stalls in the NRB Garage are too small for WDFW’s larger trucks and SUVs, which is almost all of the fleet assigned there
   1. Safety & Security Incident Reports (SSIR) have increased, costing the agency valuable time and resources
   2. There are not enough stalls available to consolidate by section/team/division, and program in order to facilitate staff work
3. Not all of the stalls are properly marked as reserved for WDFW, causing parking conflicts with other personnel who park there
   1. Creates confusion for staff
   2. Wastes valuable time and effort
4. WDFW is the largest tenant of the building and needs to organize in order to facilitate other agency tenants and their parking plans
   1. Our lack of organization has created issues with all tenants of the building/garage
5. As a member of the group of tenants, WDFW is the primary contributor to non-compliance with parking policies related to the number of state vehicles parked in the NRB garage
   1. supposed to be 15%, but is at 25%-WDFW owns 56% of that
   2. Not in compliance with DES policy
6. Mirror hanging placards are not standardized and/or not being used to identify state vehicles authorized to park there
   1. Without these, staff assigned as custodians of these vehicles could personally receive parking infractions for their state vehicles
   2. DES Parking has put a temporary hold on issuing infractions for this until we can submit and complete our parking plan, but this process has already been delayed over a year awaiting development and approval

The Plan and Outcomes

1. Move all state vehicles to the “expanded” stalls on levels E and F of the Plaza Garage
   1. More space to maneuver reduces SSIRs
   2. Relieves congestion in the NRB Garage and helps with POV parking for staff
   3. Conforms to DES policy
2. Assign specific vehicles to specific stalls organized by section/team/division, and program
   1. Better facilitates staff work
   2. Conforms to DES policy
3. Mark the stalls with “WDFW” and the stall number and issue standardized, easily replaceable placards with matching stall numbers, which will match the number on the placards
   1. Protects stalls for WDFW staff
   2. Makes it easier for staff to find their stall
   3. Easier to report issues with stalls (someone else is parked there, etc)
   4. Greatly improves overall management of space and state vehicles

In Conclusion

By making this move WDFW shows leadership and initiative, thus leading the way (and making space) for other agencies to complete their plan. This helps everyone. We will provide WDFW staff with all appropriate information and tools needed as well as a timeline in which to accomplish this. Fleet and Facilities will be available every step of the way to ensure staff can accomplish this task with little to no disruption to their daily routine. We will also facilitate communication with DES and keep them informed of our progress."
